Contract Description:
This contract provides management and operational support for a capital construction program dedicated to the protection all life stages of anadromous fish from water diversions, improvement of juvenile and adult fish passage at diversions, and improvement of stream flow conditions. Staff will process environmental regulatory documents, provide oversight to archaeologists and consulting engineers, engage in scoping, and negotiate with private landowners for habitat projects. All projects require compliance with State of Idaho and Federal regulations including, but not limited to, IDAPA Title 42, IDAPA Title 36, National Environmental Policy Act, Clean Water Act, Endangered Species Act, Federal Land Management Policy Act, National Historical Preservation Act, and Magnuson-Stevens Fishery Conservation and Management Act.

In this performance period, staff will produce designs for three screens: Lemhi River-38 (S-38 work element H) , Salmon River-42 (S-42, work element I), and Pahsimeroi River-05, (P-05, work element J). Under work elements D, E, and F, staff will provide management and operational support for the current capital construction program, 2007-399-00 Upper Salmon Screen Tributary Passage.  In this contract period, The IDFG Anadromous Fish Screen, Passage, and Habitat Program expects to finalize designs, fabricate, install, and maintain eight new fish screens including the North Fork Salmon River-02A (SNF-02A), Carmen Creek-01 (SCC-01), Hayden Creek-Hatchery (LHC-Hatchery), Herd Creek-01 (SEFHC-01), Herd Creek-02 (SEFHC-02) Big Timber Creek-04 (LBTC-04), Pahsimeroi River-04 (P-04),  and Little Salmon River-01 (SLS-01) fish screens.  This includes two new fish screens on previously unscreened diversions, and six older fish screens that are being replaced with new screens designed to meet NMFS Juvenile Fish Screen Criteria.  Additionally, new metal works for drum screens and drive systems for five existing screens, including two drums for Salmon River-09 (S-09), two drums for Salmon River-13/14 (S-13/14), two drums for Salmon River-28 (S-28), two drums for Salmon River-32 (S-32), and one drum for Lemhi River-41/42 (L-41/42).  The drums and drive systems need to be replaced due to the age and corrosion of the metal parts.  These projects combined to screen approximately 219 cubic feet per second (c.f.s.) in critical habitat for Chinook salmon, steelhead, and bull trout.    

Project Coordination: The IDFG coordinates other funding sources with this Bonneville Power Administration (BPA) contract in order to maximize the potential for anadromous fish recovery efforts in the Salmon River and Clearwater River Basins.
